You must acquire: - Prismatic Dragon Scale Fragment - Refined Dragon Scale Fragment - Shining Dragon Scale Fragment - Unblemished Dragon Scale Fragment You can then collect your reward by turning these items in to Abnar the Bookbinder in the Tower of the Moon, Mervos Stadrin in North Qeynos or Renny Parvat in East Freeport.
